4. Slovenia (tie)
Barrier to entrepreneurship index: 1.11
Slovenia? Yes, Slovenia, perhaps the least likely candidate to appear on this top ten. Indeed, a scan of the major businesses founded in the European nation doesn't yield many recognizable names, and the nation of two million was particularly hard-hit by the recession, its unemployment rate spiking from 4.4 per cent in 2008 to 7.3 per cent in 2010. But according to the OECD, Slovenia's fortunes seem to be shifting, finally. After a 2009 in which its real GDP growth, a measure of the value of all goods and services produced by a country, plummeted by 8.1 per cent, Slovenia is back in the black, growing its real GDP once again in 2010, the latest year figures are available.
