Jumping three spots this year is Munich, which was ranked the seventh-best city to live in by 2010's survey. What's leading the German city's surge? Well, that's tough to say, Lalonde figures, since Munich's scores are so high across nearly all categories. Yet what can be said about Munich, the home of Oktoberfest, is that in terms of city recreation, a category Mercer uses to encompass a town's restaurants, nightlife and social scene, the city is near tops in the world, and despite the millions of people that descend upon the city for the festival each fall, Mercer says the German town is still the 11th-safest in the world.
